I have been living in my apartment for more than 2 years my bill has Jumped from $79 to over $400 in a matter of months. I have signed up for e-bill service which apparently doesn't work. At this point my water bill is more than half of what I am paying for rent. This is rediculous.

This company nwp keeps returning my transaction on the online pay so i will be late on rent and pay a $100.00 late fee. They act as if it's my fault.
